France’s National Assembly approved an amendment Tuesday, Nov. 3, that would require taxpayers to report combined self-custodied crypto holdings worth at least €100,000 ($112,000), adding the proposed disclosure rule to the country’s 2027 Finance Bill.

The measure passed 150-44, with eight lawmakers abstaining. The threshold would be based on the combined holdings’ value on Dec. 31 of the relevant tax year.

The rule would take effect only if it remains in the bill’s final version. The floor vote followed the proposal’s earlier committee-stage approval.

Lawmakers separately rejected a proposal to exempt gains on crypto payments for goods and services if those payments totaled no more than €1,000 during the tax year. It failed 69-14.

The Assembly postponed a vote on the bill’s revenue section for a second time Tuesday as debate over amendments continued. The vote had first been scheduled for Oct. 20.

The Assembly has until Nov. 17 to complete its first reading of the bill. Senate debate is scheduled to begin Nov. 20.
