House Democrats Weigh a Broad Crypto Bill That Could Add Ethics Limits
The proposal could combine earlier House and Senate provisions, expand the SEC’s role and narrow the CFTC’s.

House Democrats are discussing a broader crypto market-structure bill for the next Congress that could expand federal oversight and add ethics limits on President Trump and other officials.
House Democrats are considering the plan. The proposal could combine earlier House and Senate provisions. Those provisions could include amendments tied to a 2025 measure introduced by Rep. Maxine Waters, elements of a Democratic version of the CLARITY Act that Waters introduced in the House and that did not pass, and terms Senate Democrats and Republicans agreed on before a September procedural vote.
The discussions also cover a larger role for the Securities and Exchange Commission (SEC) in crypto oversight and a narrower regulatory role for the Commodity Futures Trading Commission (CFTC). Democrats may also add ethics rules that would restrict Trump and other federal officials from taking part in crypto-related activities. The measure remains under discussion.
