U.S. Stablecoin Rule and Canadian Proposal Do Not Set Casino Terms

The U.S. rule takes effect Jan. 18, 2027, while Canada's proposal would require issuer redemptions within three business days.

Stablecoin rules in the United States and a Canadian proposal set issuer requirements for reserves and redemptions, but neither establishes casino bonus terms or payout deadlines.

The Office of the Comptroller of the Currency (OCC) issued its final rule Oct. 21 to implement parts of the GENIUS Act. Taking effect Jan. 18, 2027, it covers stablecoin issuers under OCC jurisdiction and certain custody activities at OCC-supervised entities. Separate OCC rulemaking will address Bank Secrecy Act, anti-money-laundering and sanctions requirements.

Canada's proposed Stablecoin Regulations would cap redemption fees at 1% of the amount redeemed, set no minimum redemption amount and require redemption within three business days. That period ends after the issuer liquidates any necessary reserve assets, if needed, and initiates a fiat transfer. It does not set a deadline for a casino or intermediary to complete a payout.

The Canadian rules remain under consultation, and the government intends them to take effect in fall 2027. The measures address stablecoin issuance, reserve management, custody and redemption. They do not set casino bonus multipliers, wagering requirements, game weighting or casino withdrawal caps, or establish how crypto and traditional casino offers compare in value.
