陈浩濂, the acting head of Hong Kong’s Financial Services and the Treasury Bureau, said international virtual-asset trading platforms may apply for licenses if they meet statutory requirements and rules set by the Securities and Futures Commission (SFC).

The SFC and InvestHK have contacted international platforms to explain Hong Kong’s regulatory requirements and market opportunities. The eligibility detail adds to Hong Kong’s broader crypto licensing plans.

陈浩濂 said the SFC plans to submit a bill to the Legislative Council by the end of 2026. The bill would amend Hong Kong’s Anti-Money Laundering and Counter-Terrorist Financing Ordinance.
