OpenAI Urges Rules on AI Campus Power Costs and Public Reporting
Its policy blueprint also calls for limits on developers’ requests for nondisclosure agreements and public, recoverable tax-incentive terms.

OpenAI is urging federal, state and local policymakers to require large electricity users to pay added grid costs as it sets community commitments for future AI campuses it owns and operates.
The policy blueprint calls for rules requiring large power customers to cover the grid costs their projects add. It also proposes protections for other customers if a project fails, plus public reporting on water, energy, noise and hiring.
The blueprint recommends limiting developers’ requests that public officials sign nondisclosure agreements. It also calls for tax-incentive terms to be public and recoverable.
Separately, OpenAI’s campus compact applies to future campuses the company will own and operate. OpenAI commits to covering the full cost of electricity and related infrastructure at those sites and providing financial assurances before major spending.
The compact also calls for a water-use plan at each site, prioritizing low-water cooling, and publishing water and electricity data and independent noise studies. OpenAI plans to publish estimated job numbers, work with unions and training providers, and continue investing in priorities selected by residents. The company also commits not to sign nondisclosure agreements with public officials.
