A draft congressional oversight plan prepared by Groundwork Collaborative names Apple, Meta Platforms and companies owned by Elon Musk as possible investigation targets after Democrats take control of both chambers in 2027.

Spanning 181 pages, the document identifies hundreds of corporate leaders and businesses across sectors, from nursing homes and private prisons to natural gas, artificial intelligence and technology. It urges Democrats to use congressional oversight to investigate large companies.

The plan sketches high-profile hearings featuring executives from health care, technology and energy companies. In many cases, it calls for lawmakers to press executives to resign or companies to compensate consumers.

It remains unclear whether Democrats will adopt the strategy. Some moderate Democrats believe the Biden administration’s tough approach to corporate regulation pushed potential allies toward Republicans and contributed in part to Donald Trump’s 2024 reelection.
