U.S. and China Establish Super Intelligence Dialogue as Alibaba Expands AI Plans
Xi Jinping called for cooperation and human control in artificial intelligence, while Alibaba outlined a larger model, a new chip and more than 20 gigawatts of data-center capacity by 2032.
The United States and China agreed to establish a Super Intelligence Dialogue during President Donald Trump’s Sept. 24 meeting with Chinese President Xi Jinping, creating a formal channel for discussions about advanced artificial intelligence and related risks.
The countries also agreed to maintain a bilateral communication channel for incidents involving super intelligence. The next dialogue is scheduled for November 2026.
Xi said China and the United States have “even more reasons to cooperate than compete” in AI. He called for exchanges on the technology’s risks and benefits, measures to prevent misuse and continued human control over AI systems.
The summit did not announce a Chinese national target for AI models, chips or data-center power. Trump urged China to increase refined petroleum production to help stabilize global supply, but Xi’s acceptance of a production target or a new energy commitment was not stated.
Separately, Alibaba CEO Eddie Wu said Sept. 22 that the company plans to train a new model with 5 trillion to 10 trillion parameters. Alibaba also introduced the Zhenwu V900 AI chip and described the AI model and chip as the two cornerstones of its strategy.
Alibaba aims to operate more than 20 gigawatts of global data-center capacity by 2032. The company also plans to bring its M890 AI Supernode system online at commercial scale during the quarter beginning Sept. 22. The system is designed to support inference for foundation models exceeding 2 trillion parameters.
The announcements add corporate infrastructure plans to the diplomatic framework established during the summit.
Alibaba’s infrastructure announcement came two days before the Trump-Xi meeting and did not state that the plans resulted from the summit. The bilateral dialogue therefore creates a new channel for cooperation, while the available announcements stop short of establishing a joint chip, model or energy program.
The next formal step is the Super Intelligence Dialogue scheduled for November 2026.
