Uzbekistan Signs More Than $6 Billion in AI Infrastructure Deals

Uzbekistan has signed agreements for more than $6 billion in private artificial-intelligence investment through 2030, with the planned projects expected to create 800 MW of computing infrastructure across the country.

First Deputy Minister of Digital Technologies Oleg Pekos said Uzbekistan’s existing computing infrastructure is operating at nearly 90% utilization. Additional capacity is expected in November 2026, while another infrastructure facility is planned by the end of the year.

The most detailed project is DataVolt’s TAS-1 facility at Tashkent’s IT Park. The data center is designed to provide 12 MW of IT capacity and support liquid cooling for high-density cloud and AI workloads. Its first phase is targeted to be ready for service by the end of 2026, with a second phase planned for late 2027.

The financing package includes as much as $150 million from DEG, the European Bank for Reconstruction and Development, the OPEC Fund for International Development and Proparco. The project has a senior loan of up to $78 million and a total project cost of $250 million.

The facility is designed as a Tier III, carrier-neutral center serving businesses, public institutions, hyperscalers, cloud companies and content providers. Initial construction had begun before the financing transaction.

“This financing marks an important milestone in our journey to support Uzbekistan’s digital transformation,” DataVolt CEO Rajit Nanda said.

Holger Muent, the European Bank for Reconstruction and Development’s director of telecommunications, media and technology, said the financing “will mark a significant step in expanding the digital infrastructure capacity of Central Asia’s most populous state.”

Uzbekistan’s Digital Uzbekistan 2030 strategy targets a $1.5 billion market for AI products and services by 2030. Pekos said the number of AI-product exporters among IT Park residents rose from 24 in 2024 to 160, with Uzbek AI products exported to 80 countries.
