China’s Communist Party Expands National AI Strategy Across Industry

The plan targets intelligent connected new-energy vehicles, AI-enabled devices and humanoid robots while advancing computing, algorithms, data and future technologies.

China’s Communist Party Central Committee and State Council announced a nationwide “AI Plus” initiative, widening artificial-intelligence adoption across traditional industries while laying groundwork for emerging technologies.

The plan prioritizes intelligent connected new-energy vehicles, AI-enabled smartphones and computers, humanoid robots and other next-generation devices. It also calls for faster innovation in artificial intelligence and other digital technologies, with expanded supplies of computing power, algorithms and data.

Authorities will promote national pilot bases for industrial AI applications and high-value use cases. The approach is expected to vary by region and industry, with the broader goal of extending AI adoption across the economy.

The policy also calls for systems to monitor technology, issue risk alerts and coordinate emergency responses. Those measures are intended to keep artificial intelligence safe, reliable and controllable as its use expands.

Beyond current applications, the plan identifies several future industries for development. Priorities include quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence and sixth-generation mobile communications.

The initiative calls for exploration of different technology paths, practical applications, viable business models and market-regulation rules for those future industries. It also seeks to build more complete industrial ecosystems around them.

To support that expansion, the plan calls for investment-growth and risk-sharing mechanisms. It encourages the use of existing fiscal policies and continued investment by social capital.
