NorthPoint Development’s $165 million Project Hazelnut has become a focal point in Pennsylvania’s growing opposition to data center construction, as similar debates spread to other U.S. states.

The project is located in rural Pennsylvania and has faced intensified resistance from community groups, while state officials have halted or delayed other planned developments. The dispute has made the development part of a broader debate over how the United States should expand infrastructure for artificial intelligence.

Opposition to data center projects has also emerged elsewhere. Prediction-market contracts are tracking the possibility of data center moratoriums in Louisiana, Oklahoma and Ohio, showing that restrictions on new facilities have become a subject of attention beyond Pennsylvania.
