Deliverance AI Pitches Governance for Sovereign Enterprise AI
The company is pairing agent governance and model routing with Hewlett Packard Enterprise’s private AI infrastructure for regulated and sovereign organizations.

Deliverance AI is positioning its agentic operating system as a governance layer for regulated and sovereign enterprises, as businesses seek tighter control over data, model dependencies and operating costs.
The platform combines runtime controls, model routing, observability, audit trails, cost attribution and layered knowledge architecture. Its routing system selects models based on performance, cost, risk and governance requirements, with the aim of reducing dependence on a single model, cloud or infrastructure provider.
“Enterprise AI will not scale on trust-me promises,” Deliverance AI CEO and founder Mick McNeil said.
Deliverance AI emerged from stealth on June 8 with £6 million in annual recurring revenue, more than 30 employees and six enterprise customers within three months of incorporation. One customer deployment produced a nearly 75% cost reduction and reduced the time required to start and complete tasks.
The company joined Hewlett Packard Enterprise’s Unleash AI partner program on June 18. The arrangement combines HPE Private Cloud AI’s infrastructure with Deliverance AI’s governance, runtime, observability and outcome-measurement systems.
HPE Private Cloud AI supports agent monitoring, policy enforcement, secure local agent registration and a unified model gateway for governed access to frontier models. Additional agentic observability, NVIDIA Agent Toolkit and NVIDIA NemoClaw capabilities are planned for the fourth quarter of 2026.
HPE plans to integrate NVIDIA OpenShell into Private Cloud AI in the fourth quarter of 2026. The software is designed to control what agents can read, write, execute and access over networks.
The June partner-program offering targeted deployment within four weeks, while a forthcoming joint solution has been described as deployable within 90 days.
“As AI becomes more autonomous, organizations need a new architecture to run it securely, govern it responsibly, and scale it economically,” HPE President and CEO Antonio Neri said.
McNeil said business continuity depends less on the choice of an individual model than on the system governing those models.
“The value and the criticality in terms of business continuity does not sit with the model choice. It sits with the layer that governs the models,” McNeil said.
Deliverance AI said customers retain ownership of their agents, integrations, audit trails and accumulated learning. McNeil said agents are becoming portable while acknowledging that no common framework for moving them between platforms yet exists.
