StarkWare and the Starknet Foundation will lead research into whether Starknet can operate as an independent post-quantum Layer 1, putting the option under technical review without approving a network transition.

A joint working group will carry out the study, with findings expected in the coming months. The work follows a holder vote by Starknet token (STRK) holders that backed studying the option but did not authorize a migration. Any transition would require further governance approval. The vote set no migration timetable.

Starknet currently operates as an Ethereum Layer 2. An independent Layer 1 would require the network to provide its own data availability and operate its own validators. The research will examine whether Starknet can take that path while pursuing post-quantum security.

StarkWare plans to publish a draft white paper in November on possible technical approaches, while the working group’s findings are expected in the coming months.
