Action State Group is offering EvidenceBook, an open-source system for keeping records of AI-agent actions that other parties can inspect. It is aimed at workflows that cross company boundaries, including transactions and delegated tasks, where participants may keep separate accounts of what an agent did.

EvidenceBook stores records locally and packages selected evidence for review. An organization can retain its own account and share chosen material with another party for checking. The software is released under the Apache 2.0 license.

Cryptographic checks can show whether a record has changed, but they cannot establish that the events described in it actually occurred. They also do not demonstrate that every action by an agent was captured. A reviewer can assess whether shared evidence is intact without treating that check as proof of the event itself.

Action State’s Terms Packs apply versioned requirements to records. Its public EU AI Act Obligations pack contains 37 rows, while the Outcomes pack is marked as a draft. The packs can classify a requirement as met, missed or not evaluable, but they do not certify legal compliance.

Countersign runs five checks on an evidence bundle, signs its findings and logs the result in a transparency log. The checks examine selected properties of the bundle; they do not establish that every agent action was captured or that a reported outcome took place.

The goal is to make records reviewable across systems run by different operators. “For that to work, we need a way to independently verify what agents are doing, regardless of who operates them or which systems they use,” said Mazin Gilbert, executive director of the Agentic AI Foundation.

The Agent Action Capsule format, described separately, remains a work in progress. Action State CEO Steven Mih authored version 05 of an individual Internet-Draft published Sept. 26. The Internet Engineering Task Force (IETF) has not endorsed the draft, which has no formal standing in its standards process.
