The Ethereum Foundation’s Protocol Cluster rated 62 proposals for Hegotá, placing FOCIL and Frame Transactions in the top tier as core components of Ethereum’s planned 2027 upgrade.

The tier list, published Sept. 7, put EIP-7805, known as FOCIL, and EIP-8141, called Frame Transactions, in S tier. FOCIL is an inclusion-list proposal intended to improve censorship resistance at the validator level. Frame Transactions relates to account abstraction.

About 60 researchers and engineers across nine teams contributed to the evaluation, which produced 397 grades.

Fifteen proposals received A-tier ratings and were expected to ship unless the upgrade’s scope is reduced. Seven landed in C tier, two were held pending additional data, and 28 were declined with documented rationales.

The tier list adds detail to Ethereum’s planned Hegotá upgrade.
