Telefónica Tech Joins Cosine’s UK Sovereign AI Development Project

Cosine has a planned compute budget of 500,000 GH200 GPU hours. Coalition members are slated for alpha access in Q4 2026, ahead of a Q1 2027 commercial launch.

Telefónica Tech UK&I is helping Cosine shape a sovereign AI model for sensitive UK work, bringing customer use cases and security requirements into a project with a 2027 commercial target.

Telefónica Tech UK&I announced the collaboration June 8, with a role in defining priority use cases, governance requirements and security standards for UK organizations. Cosine is developing Lumen Sovereign for sensitive and regulated work.

By Oct. 2, training had advanced through several stages on Isambard-AI, a supercomputer based at the University of Bristol’s Bristol Centre for Supercomputing. Organizational feedback was informing training, deployment targets and evaluations. The project’s planned compute budget is 500,000 GH200 GPU hours.

Intended uses include cybersecurity testing, know-your-customer (KYC) and anti-money-laundering investigations, and clinical trial coordination. The model is designed for customer-controlled deployments, including air-gapped systems, and remains in development.

The UK Government’s £500 million Sovereign AI fund supports the broader program; that amount is not a stated award for Lumen Sovereign. The project’s roadmap schedules alpha access for coalition members in Q4 2026, followed by a commercial launch in Q1 2027.

“Vendor lock in creates security risk, dependency risk and cost escalation risks,” said Alistair Pullen, Cosine co-founder and CEO.
