Binance plans to restore withdrawals in phases after the $6.3 billion hack, with the first opening scheduled for 2 p.m. to 5 p.m. China time Sunday, Nov. 1. For U.S. readers, that is 1 a.m. to 4 a.m. ET Sunday (06:00–09:00 UTC), a three-hour window. The exchange described this as the first phase of withdrawal service restoration.

Binance said it had replenished about 95% of assets affected by the incident. The remaining 5% consists of tokens with relatively low liquidity. The exchange gave a time for the initial window as part of its phased return to withdrawals.

Binance's 何一 said the exchange's emergency team operates in 24-hour shifts and a colleague first detected the abnormal activity and began responding. President Donald Trump said he would raise the incident with North Korea if its involvement were confirmed. Trump's statement was conditional and does not establish North Korean participation in the hack.
