XRP Ledger Activates Amendment Requiring Mint Permission for Burn-Only Delegates

The Nov. 4 change also updates automated market maker, vault and loan rules; separate lending amendments remained unenabled on Nov. 5.

A new XRP Ledger rule took effect Nov. 4, stopping delegates with only PaymentBurn authority from using a payment that crosses a zero balance to create tokens without mint permission.

The activation was recorded in ledger 108,112,129 at 9:52 a.m. ET (14:52 UTC). The amendment, fixCleanup3_4_0, covers trust-line tokens and Multi-Purpose Tokens (MPTs). A delegate also needs PaymentMint permission for a payment that crosses a zero balance into token issuance.

XRP Ledger account holders can assign selected transaction permissions to another account. The amendment draws a boundary between token burning and token creation by requiring explicit minting authority for the latter in this scenario.

The package also changes rules for several other ledger functions. For automated market makers (AMMs), it adjusts handling of zero or dust-price auction bids in zero-fee pools and addresses clawback and rounding behavior. It improves the precision of vault deposits and withdrawals, and makes loan lateness or default checks wait until the due date has passed.

Amendments require more than 80% support from trusted validators for two weeks. The approval period for fixCleanup3_4_0 restarted on Oct. 21 after support fell below the threshold, then began a fresh two-week run when support recovered later that day.

The cleanup amendment does not activate the XRP Ledger’s proposed lending system. LendingProtocol and SingleAssetVault are separate amendments and remained supported but unenabled on Nov. 5. A Nov. 4 snapshot at 10:30 a.m. ET (15:30 UTC) showed 19 of 35 validator votes for LendingProtocol and 21 of 35 for SingleAssetVault.
