Solana Foundation Validator Program Has 12-Month Term, Conflicting Exit Thresholds
The program does not establish a 100-validator membership limit; as of Epoch 1079, 327 validators received 23.75 million Solana (SOL) in stake.

The Solana Foundation's validator delegation program has a 12-month membership term, but its exit rules give conflicting outside-stake thresholds. The program does not establish a 100-validator limit on total membership.
A validator's 12-month term begins with the first mainnet epoch when the validator qualifies for a Foundation delegation. The program provides stake to eligible validators and aims to improve Solana's decentralization, reliability and performance, including by supporting validators with diverse stake sources.
The program's retirement rules give two different cutoffs for stake from outside the program. One sets the threshold at more than 300,000 SOL; another sets it above 1 million SOL. The rules do not specify which threshold governs. Retired validators stop receiving Foundation delegations, but they can keep operating on Solana and apply for renewal.
The 100-validator figure describes testnet onboarding batches, not a stated limit on program membership. The onboarding cadence is inconsistent: groups of 100 testnet validators are described as being added weekly in one rule and monthly in another. The 12-month term, by contrast, begins with eligibility for Foundation stake on mainnet.
As of Epoch 1079, 327 validators were receiving Foundation stake totaling 23.75 million SOL, or 5% of total staked SOL. That count shows participation beyond a single 100-validator batch, but the program's rules do not state an overall membership cap.
The program combines Foundation delegations with matching for some stake validators raise from outside the program. Support is conditional on performance. Vote-cost coverage declines during a participant's first year, from 100% to 75%, 50% and 25% by quarter, then ends. The taper is intended to encourage validators to reach sustainable stake levels before support ends.
