Bitcoin (BTC) is showing renewed signs of buying pressure from large investors, with whale accumulation and improving spot Bitcoin ETF inflows strengthening the case for a potential move toward $70,000 despite uncertainty surrounding the U.S. CLARITY Act.

Blockchain analytics firm Santiment reports that Bitcoin whales and sharks — wallets holding between 10 BTC and 10,000 BTC — have accumulated more than 20,000 BTC since July 29. Worth roughly $1.2 billion at current prices, the purchases occurred while Bitcoin traded choppily in a relatively narrow range below $65,000.

Santiment noted that large holders accumulating BTC while smaller investors sell could increase the probability of Bitcoin climbing above $70,000 rather than falling below $60,000.

The contrasting behavior among Bitcoin holders comes amid several sources of market uncertainty. Santiment linked some of the selling by smaller holders to concerns surrounding the Coldcard hardware wallet hack, which began July 30 and reportedly resulted in $120 million worth of bitcoin being stolen. Uncertainty over the CLARITY Act and Bitcoin’s stagnant price action have also weighed on retail sentiment.

Institutional Bitcoin demand, meanwhile, appears to be recovering. U.S.-listed spot Bitcoin ETFs have attracted $754.69 million in investor capital this week, according to SoSoValue, putting the funds on course for their strongest weekly performance since April.

Nexo analyst Liya Kalchev highlighted institutional flows as one of the clearest changes in the Bitcoin market. Spot Bitcoin ETFs have recorded more than half a billion dollars in inflows so far in August, including over $240 million on Wednesday, reversing the weakness seen in June.

However, strong ETF inflows and whale accumulation have yet to produce a significant Bitcoin price rally. Kalchev said this may indicate that current buyers are taking a tactical approach rather than making high-conviction bets.

A decisive Bitcoin close above $65,000 could therefore be crucial for establishing a stronger recovery narrative and opening the door to a potential $70,000 rally.

Technical patterns also suggest upside potential, although regulatory uncertainty remains a significant obstacle. With the U.S. Senate unlikely to vote on the CLARITY Act this month, delays to legislation viewed as important for broader institutional crypto adoption could continue to limit Bitcoin’s near-term momentum.
