Prediction-market contracts put a higher probability on Oklahoma than Louisiana enacting a data center moratorium by Jan. 1, 2029, with the latest Thursday prices at 39.5% and 28.5%, respectively.

The prices were lower for earlier deadlines. Oklahoma’s contract stood at 3.4% for Jan. 1, 2027, 16.5% for July 1, 2027, and 22.5% for Jan. 1, 2028. Louisiana’s corresponding prices were 3.4%, 12.5% and 15.5%.

The contract prices reflect possible outcomes and do not establish that either state has adopted a moratorium. U.S. power-sector carbon emissions could rise 42% by 2030 amid data center growth.
