In an interview published Nov. 3, Global Settlement Network (GSN) CEO Ryan Kirkley said U.S. midterm results alone would not set the outlook for Bitcoin (BTC), which he linked to broader financial conditions.

Kirkley summarized the backdrop as “capital, confidence and a macro environment.” He also identified institutional flows, interest-rate expectations and market liquidity as factors affecting Bitcoin’s outlook.

Separately, a Sept. 15 Senate cloture vote on the motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act, was 49-50. The tally fell short of the three-fifths threshold required for cloture, leaving the motion without the votes needed to proceed.

Bitcoin’s prior midterm-cycle history offers too small a sample to establish a dependable trend. Shorter-term performance varied, and three election cycles are too few to establish a reliable pattern, as a historical comparison of Bitcoin’s midterm performance shows.
