Senator Cynthia Lummis has reaffirmed that the U.S. Senate is still aiming to bring the CLARITY Act to the floor before lawmakers leave Washington for the August recess, signaling that crypto market structure legislation remains a priority despite a crowded legislative schedule.
Speaking with crypto journalist Eleanor Terrett, Lummis said Senate leaders continue to reserve time for the bill even as lawmakers juggle confirmation votes, negotiations over a continuing resolution, and debates on sanctions involving Iran and Russia.
According to the Wyoming Republican, Senate Majority Leader John Thune has kept the CLARITY Act on the agenda for weeks and still intends to move forward with a vote before the recess. While Lummis did not provide an exact timeline, she indicated that Senate action could come within the next several days.
Treasury Secretary Scott Bessent also increased pressure on lawmakers, urging the Senate to vote on the CLARITY Act "now." In a post on X, Bessent argued that delaying the legislation could weaken the United States' position in the rapidly expanding digital asset industry. He criticized opposition from some Senate Democrats, including concerns raised by Senator Elizabeth Warren and other lawmakers skeptical of the crypto sector.
Bessent said the upcoming vote will test Senate leadership's ability to advance legislation that supporters believe is essential for maintaining U.S. leadership in blockchain innovation and digital assets. He also referenced Bitcoin creator Satoshi Nakamoto, quoting the well-known remark: "If you don't believe me or don't get it, I don't have time to try to convince you, sorry."
Negotiations over the CLARITY Act are still ongoing, with ethics provisions and the BRCA language remaining key points of discussion. One compromise reportedly gives greater enforcement authority to state prosecutors rather than leaving oversight primarily with the U.S. Department of Justice, addressing concerns raised by several Democrats.
Meanwhile, Republican Senator Thom Tillis has introduced a bipartisan ethics proposal for White House consideration as lawmakers continue working toward a final agreement on the crypto market structure bill. Supporters hope the legislation will provide long-awaited regulatory clarity for the U.S. digital asset industry.
