China's State Council has made faster development of cross-border yuan payment infrastructure a priority, linking it to wider international use of the currency while maintaining a moderately loose monetary policy.

The State Council's financial work report sets out five priorities for the next phase of financial work. Alongside the monetary stance and international yuan use, it calls for exploring artificial intelligence in financial management and services, increasing financial support for technology innovation and small and micro businesses, and making the real estate "white list" mechanism a regular practice.

From October 2025 through September 2026, new social financing increased by 33 trillion yuan. During the same period, 88 A-share companies went public, raising 247.2 billion yuan in initial public offerings. The one-year figures cover both broad social financing and public share offerings, while the policy agenda sets out priorities for the next phase.

The report has been submitted to China's National People's Congress Standing Committee for review.
