Xi Calls for Completed Computing Projects to Run Efficiently, Follow-Up Work on Time
Ulanqab had signed 109 computing-center project agreements. Intelligent computing accounted for more than 90% of its 190,000-petaflop scale as of August 2026.

During an Oct. 16 visit to Ulanqab, Chinese President Xi Jinping said operating facilities should be run effectively and additional computing projects should meet their deadlines, underscoring Inner Mongolia’s role in China’s established computing-network strategy.
At Chahar High Tech Development Zone, Xi heard about the region’s “East Data, West Computing” hub and green-computing industry. He called for development that is efficient, green and safe, and said China should “turn computing power advantages into development advantages.”
Ulanqab had signed agreements for 109 computing-center projects. Its computing-power scale stood at 190,000 petaflops as of August 2026, with intelligent computing accounting for more than 90%.
Inner Mongolia’s role in the network dates to December 2021, when the National Development and Reform Commission (NDRC) approved a national computing-network hub in the region that includes the Horinger data-center cluster. The plan called for an integrated, low-cost computing supply system and links to eastern regions.
A joint national policy issued in December 2023 called for coordinating general-purpose, intelligent and supercomputing resources, improving cross-region scheduling and pairing computing infrastructure with green power. The strategy directs more computing work toward western and northern regions with energy and land resources, connecting those sites to demand elsewhere.
The regional hub is part of China’s broader clean-power and data-center strategy. Cross-region scheduling is intended to coordinate computing resources across the network, while links between western supply and demand elsewhere help the system serve regions with different infrastructure needs.
Xi’s visit focused on carrying out the existing framework: completed facilities should operate efficiently, while follow-up projects should be finished on schedule. The remarks emphasized implementation of China’s current computing-network strategy rather than a new network program.
