Circle CEO Envisions AI Credit Markets and Arbitration for AI Work
A project coming to Arc would involve AI and human arbitrators and mechanisms for deciding when payment is released.

Circle Internet Group co-founder and CEO Jeremy Allaire envisions digital dollars supporting credit markets for people and AI agents, while a project coming to Arc would settle disputes over work performed by AI.
Allaire described markets in which people and machines could both supply and seek funds. He sees new kinds of credit instruments emerging from the combination of blockchain networks, fully reserved digital dollars and AI. The credit markets are a potential use he described, rather than a Circle product launch.
The project coming to Arc, Circle’s blockchain network, would address disagreements over AI work. Allaire described a process involving AI jurors or arbitrators, with human arbitrators also playing a role. It would include security and staking mechanisms, as well as a way to decide when payment should be released.
The example reflects the possibility that AI agents could hire other agents to perform tasks. People could hire agents, too. In either case, a disagreement over the work would create a need to resolve the dispute and determine what happens to the payment.
Allaire sees Arc supporting financial contracts and other economic activity beyond payments. The proposed credit markets and arbitration project are uses he envisions for digital dollars and the network.
Circle issues USD Coin (USDC), a dollar-backed stablecoin. The company launched Agent Stack in May with wallets that have permissions and spending controls, a marketplace for paid services, and tools for small automated payments. Those products let agents hold funds, find services and transact with USDC.
In an interview published Oct. 17, Allaire said AI would very likely become primary users and deployers of software on the infrastructure Circle is building. He described agents creating software and performing economic work, with payments between AI systems forming one part of that activity.
Allaire cautioned against treating his longer-term vision as a firm prediction. Asked what the financial system might look like in five years, he said, “The honest answer is no one has any idea at this point.”
