StarkWare Abstains as Starknet Poll Gives L1 Research 93.52% of Voting Power
The nonbinding Snapshot poll ran for seven days and drew more than 2,800 wallets. Any shift from Ethereum Layer 2 to an independent network would require another governance vote.

StarkWare abstained from Starknet’s seven-day poll, which gave research into a quantum-resistant Layer 1 93.52% of voting power and left any network transition to a later decision.
The nonbinding Snapshot poll drew more than 2,800 wallets. StarkWare abstained, leaving the decision to participating community members.
The poll followed an earlier proposal to study a move to a standalone network. The vote backed further study; it did not approve a move from Ethereum Layer 2 to a standalone network. Any transition would require a separate governance vote after the research and design phase.
Starknet uses hash-based STARK proofs, and its programmable accounts can adopt post-quantum signatures without a protocol upgrade. Its bridge and data availability layer still depend on Ethereum’s security. An independent Layer 1 would remove that reliance.
StarkWare plans to publish a draft white paper in November. The Starknet Foundation will post findings to the governance forum as the work progresses.
