Paolo Ardoino Invokes Asimov’s Foundation in Tether Infrastructure Keynote
At the Oct. 24 Lugano forum, Ardoino framed Tether as an infrastructure builder. QVAC and a nonbinding city memorandum are separate examples of the company’s existing work.

Paolo Ardoino used a Plan ₿ Forum keynote in Lugano to cast Tether as a long-term infrastructure builder, invoking Isaac Asimov’s Foundation series as a frame for the company’s role.
The 45-minute address took place Oct. 24 from 5 to 5:45 a.m. ET (9 to 9:45 a.m. UTC) under the title “Tether – A Psychohistory Implementation.” Ardoino captioned the post accompanying the video: “Tether: a psychohistory interpretation. My latest keynote.”
The remarks offered a broad infrastructure framing for Tether. Separately, the company’s USD₮ is a dollar-pegged stablecoin, while its QVAC SDK and Lugano memorandum are examples of other existing work.
Tether announced the open-source QVAC SDK on April 9. The local-first platform is designed to run AI on users’ devices and supports peer-to-peer model distribution and inference. The project predates the keynote; earlier coverage of Tether’s QVAC work provides related context.
Lugano’s Plan ₿ Phase II memorandum covers 2026 through 2030 and describes a potential contribution from Tether of up to CHF 5 million. The agreement sets 2026–30 as its term and caps Tether’s proposed contribution at CHF 5 million. The memorandum is nonbinding and creates no automatic spending or investment obligation; adoption decisions remain with city authorities.
Separately, Tether International, S.A. de C.V. had $191.45 billion in assets and $183.50 billion in liabilities as of 7:59 p.m. ET (23:59 UTC) Sept. 30, leaving $7.95 billion in excess reserves.
