Congress stands at a pivotal moment to modernize America's financial system for the digital era, much like it did in 1934 with the creation of the SEC. With global financial dominance at stake, two proposed bills—the GENIUS Act for stablecoins and broader crypto market structure reforms—offer the U.S. a chance to shape the future of digital finance.

Stablecoins, a $240 billion market expected to grow to $3.7 trillion by 2030, already act as global dollar infrastructure, driven by private innovation rather than regulation. Yet this occurs as U.S. monetary dominance is challenged by China’s digital yuan and BRICS-aligned payment systems. The GENIUS Act would bring transparency and safety to dollar-backed stablecoins through audits, reserve mandates, and consumer protections.

Meanwhile, outdated U.S. securities laws are pushing innovation abroad. A recent court ruling overturning the SEC's expanded dealer rule highlights the need for crypto-native regulatory clarity. Digital asset platforms combine trading, custody, and clearing—functions split in traditional finance—making it impractical to fit them into legacy rules. Market structure reform would offer bespoke compliance paths for such firms.

U.S. leadership also faces pressure from abroad. Europe’s MiCA law and U.K. stablecoin rules are already drawing capital and innovation. Acting now is critical to remain competitive. Some lawmakers, like Rep. Tom Emmer, also urge banning CBDC development to protect American privacy ideals.

With bipartisan support and President Trump’s backing to finalize legislation before the August recess, momentum is building. Yet success depends on Congress’s ability to move beyond symbolic gestures and pass cohesive, future-ready crypto regulations.

As in the 1930s, this is a moment to lead. The choices made today will define America’s influence in global finance for decades to come.
